Job Description

If you are selected for this position, you will serve as a Contract
Specialist in the Office of Acquisition, Transportation Security
Administration (TSA), Department of Homeland Security (DHS).  You
will be responsible for developing strategies for the acquisition of
a wide variety of complex services, supplies, information technology,
and research and development services. You will use your knowledge of
pre-award and post award procedures to plan and conduct the contract
process from the description of requirements through contract
delivery.

Duties Include:


Preparing and issuing requests for proposals.


Conducting source selections and recommending awards to the
contracting officer.


Preparing all necessary documentation related to contracts,
including justifications and authorizations, determinations and
findings, and related correspondence.


Performing contract administration functions, including
but not limited to, preparing change orders, contract modifications,
definitization of letter contracts, and options for the contracting
officer's signature.


Monitoring progress and adherence to cost and schedule.


Developing the government position on claims and disputes.


Enforcing contract performance; making payments; negotiating
with contractors on the parameters established by the contracting
officer; placing orders under indefinite quantity contracts; and
making simplified acquisitions including purchases from GSA schedules.


You will provide guidance and assistance to lower level Contract
Specialists and may serve as coach or mentor in developmental
activities.  You may act as a Team Lead and as such coordinate work
assignments among staff.  Your contacts are internal and external and
you may act as a point of contact to provide advice and guidance on
the application of policies, procedures, and regulations.

QUALIFICATIONS REQUIRED:
REQUIREMENTS for the I Pay Band:

A. Completion of all mandatory training (listed below) prescribed by the head of the agency for progression to GS-13 equivalent or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least one year of that experience must have been specialized experience equivalent to at least the H Pay Band or GS-12 level in the Federal service or equivalent in the private sector that typically included applying procurement regulations and contracting principles, including the latest and most updated procedures and techniques; conducting contract negotiations and analyzing cost proposals; soliciting, evaluating and awarding competitive contracts and/or task orders under multiple-award contracts; coordinating activities to control a variety of contractual actions occurring simultaneously; reviewing procurement strategies and proposals and making informed decisions; and dealing with internal and external customers in resolving issues.

AND

B.  A 4-year course of study leading to a bachelor's degree, that
included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

TRAINING REQUIREMENTS:  In addition to the education and experience requirements listed above, applicants must meet the following Department of Homeland Security training requirements:

Defense Acquisition University: CON 110 Mission Support Planning (or equivalent)
Defense Acquisition University: CON 111 Mission Strategy Execution (or equivalent)
Defense Acquisition University: CON 112 Mission Performance Assessment (or equivalent)
Defense Acquisition University: CON 120 Contracting for Mission Support (or equivalent)
Targeted Elective - 16 hours

Defense Acquisition University: CON 202 - Immediate Contracting (or equivalent)
Defense Acquisition University: CON 204 - Intermediate Contract Pricing (or equivalent)
Defense Acquisition University: CON 210 - Government Contract Law (or equivalent)
Defense Acquisition University: CON 353 - Advanced Business Solutions for Mission Support (equivalent courses would be completion of both CON 301- and CON 333).

Two Targeted Electives - each should be a minimum of 16 hours of assignment or individual specific learning identified as developmentally beneficial for the individual for career progression. Electives can include formal training or education, seminars, conferences, special projects, or other developmental activities in the procurement field. Day-to-day work experience may not be used to fulfill elective requirements.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
